The PMT provides oversight on the implementation of the tripartite agreement and meets periodically (Quarterly) to assess and review the progress of works across project site locations. The project monitoring team consists of:

THE FEDERAL MINISTRY OF JUSTICE
The Federal Ministry of Justice is the legal arm of the Federal Government of Nigeria, primarily concerned with bringing cases before the judiciary that are initiated or assumed by the government. The headquarters of the organisation is located in the Maitama district, Abuja.
Nigeria Sovereign Investment Authority (NSIA)
The Nigeria Sovereign Investment Authority (NSIA) was created by an Act of the National Assembly to manage funds in excess of budgeted hydrocarbon revenues. NSIA’s operations are anchored on its 3-fold mandate: Building a savings base for the Nigerian People; Enhancing the development of Nigeria’s infrastructure; and providing stabilization support in times of economic stress.
On 25th February 2018, His Excellency President Muhammadu Buhari (GCFR) approved the establishment of the Presidential Infrastructure Development Fund (“PIDF”) to accelerate the execution of strategic infrastructure projects, essential to the rapid growth and modernization of Nigeria’s economy. The NSIA was mandated to act as the Fund and Implementation Manager for the PIDF, overseeing the financing and development of the projects currently being developed under the PIDF which are (i) the Lagos-Ibadan Expressway, (ii) the Second Niger Bridge, and (iii) the Abuja-Kaduna-Zaria-Kano Road.
NSIA is acting as Nigeria’s implementing party under the Tripartite Agreement signed among the Federal Republic of Nigeria, the Bailiwick of Jersey and the United States of America. In line with the mandate of NSIA as Fund Managers of PIDF and the implementing party of the Federal Government of Nigeria under the Agreement, the Recovered Funds are held with the PIDF and used to cover some of the construction works done on the Lagos-Ibadan Expressway, Second Niger Bridge, and Abuja-Kaduna-Zaria-Kano Road projects. The NSIA is a member of the Monitoring Team that was set up to monitor the implementation of the ongoing projects and the Tripartite Agreement.
CLEEN FOUNDATION
The CLEEN Foundation (formerly known as the Centre for Law Enforcement Education) is a non-governmental organization established in January 1998 with the mission of promoting public safety, security and accessible justice through the strategies of empirical research, legislative advocacy, demonstration programmes and publications, in partnership with government, civil society and the private sector.
CLEEN Foundation has a special consultative status with the Economic and Social Council of the United Nations in New York, the United States of America since June 2020, and Observer Status with the African Commission on Human and Peoples’ Rights based in Banjul, The Gambia.
On 10 February 2021, the Federal Government of Nigeria through the Federal Ministry of Justice awarded CLEEN Foundation a contract to monitor, on behalf of the Nigerian citizens, the application of recovered funds (aka the “Abacha Loot”) to key sections of three civil construction projects: the Lagos-Ibadan Expressway, the Second Niger Bridge and the Abuja-Kano Road (the Projects) with the NSIA as the funding agency. The two Contractors responsible for the Projects are Reynolds Construction Company Ltd (“RCC”) and Julius Berger Nigeria Ltd (“JBL”), collectively referred to as (the “EPC Contractors”).
